Highway Bidding Processes to Require a “Security Check”

The State Government has enacted a new rule that changes the way highway concession bids will be conducted. From now on, companies interested in participating must present a type of “security check”, which will serve as a financial guarantee to ensure compliance with contractual obligations.

The measure aims to reduce risks of default and contract abandonment, situations that have previously led to project delays, stoppages, and losses in road infrastructure. In practice, the “security check” acts as a deposit or financial guarantee required before the contract is signed. The amount must be proportional to the value of the concession and may be executed by the State in cases of contractual noncompliance.
